GENERAL INFORMATION

Ireland Passport Photo Rules from the Department of Foreign Affairs

The Irish passport photo is regulated by the Department of Foreign Affairs (DFA) through its Passport Service, which publishes the official photo guidelines used for every adult and child passport application processed through Passport Online and the postal APS1 and APS2 routes. The same specification is used for both the Passport Book and the Passport Card, and a single compliant image is cropped by the DFA portal to produce both documents.

The guidelines implement the International Civil Aviation Organisation’s Document 9303 standard for machine readable travel documents, which is why the photo must show a clear, frontal, neutral capture of the applicant taken within the last six months. The DFA states that poor quality photos are one of the main reasons passport applications are rejected, and a non compliant image will pause the application until a new photo is submitted.

Visa photos and employment permit photos are handled by separate Irish authorities (Immigration Service Delivery and the Department of Enterprise, Trade and Employment) and follow their own labelling rules, so the requirements on this page apply specifically to the Irish passport issued by the DFA.

Irish Passport Photo Requirements

The Department of Foreign Affairs Passport Service sets the rules below for what the subject must look like in an Irish passport photo. Meet them and the application moves; miss them and it stalls.

Expression & pose

  • Neutral expressionThe expression must be neutral. No smiling, frowning, or raised eyebrows. The mouth must be closed and teeth must not be visible.
  • Eyes open and visibleBoth eyes must be fully open and looking directly at the camera. Nothing may cover the eyes.
  • Head straightFace the camera squarely. The head must not be tilted up, down, left, or right.
  • Shoulders squareShoulders must be square to the camera and visible in the frame, with the image captured from head to mid-torso.

Eyewear & lenses

  • Prescription glassesThe Passport Service strongly recommends not wearing glasses. If worn, frames must not cover any part of the eyes and there must be no glare on the lenses.
  • Sunglasses and tintsSunglasses, dark glasses, and tinted lenses are not permitted. A narrow exception applies to prescription tinted lenses worn for medical reasons.
  • Contact lensesClear prescription contact lenses are acceptable. Coloured or cosmetic contact lenses are not permitted.

Hair

  • Hair and the eyesHair must not cover any part of the eyes. The full face must be visible from the bottom of the chin to the crown of the head.
  • Fringes and bangsFringes are permitted provided they do not cover the eyes or eyebrows.
  • Wigs and hairpiecesWigs are permitted if worn as part of daily appearance.

Headwear

  • General ruleHats, caps, fashion headbands, and other head accessories are not permitted.
  • Religious or medical coveringsHead coverings worn for religious or medical reasons are permitted. The full face must remain visible and the covering must not cast shadows on the face.

Jewelry & accessories

  • Earrings and piercingsSmall, discreet earrings and facial piercings are permitted if they do not obscure facial features or cause glare.
  • Large or reflective piecesLarge or highly reflective jewellery should be removed, as glare and obstruction will cause rejection.
  • Headphones and earbudsHeadphones, earbuds, and AirPods are explicitly prohibited in the photo.
  • Bulky hair accessoriesLarge hair accessories and hair bands are not permitted.

Cosmetics

  • MakeupLight, natural makeup is acceptable. Heavy makeup that alters baseline appearance is not permitted.
  • False eyelashesDramatic false eyelashes that obscure the natural shape of the eye are not permitted.

Clothing

  • Uniforms prohibitedUniforms, whether civil or military, and clothing bearing epaulettes or insignia are not permitted.
  • Contrast with backgroundClothing must contrast with the background. Avoid white, light grey, or cream tops that blend into the backdrop.

Photo quality

  • Red-eyeRed-eye is not acceptable and cannot be digitally corrected. The photo must be retaken.
  • Shadows on the faceThere must be no shadows on the face, including shadows cast by hats, hair, or headwear under uneven lighting.
  • Sharp focusThe subject must be in sharp focus. Motion from the subject that results in a blurred image will cause rejection.

FRAMING

Head position & camera distance.

  • Head height, measured from the bottom of the chin to the top of the head, must be between 33 mm and 36 mm (roughly 73–80% of the photo height).
  • The head must be centered horizontally in the frame, with a small symmetrical margin on each side.
  • Shoulders must be square to the camera and both visible. No three-quarter angles or rotated torso.
  • The full face, from chin to crown, must be inside the frame with proper top margin.

RECENCY

How recent the photo must be.

Your passport photo must have been taken within the last six months. A new photo is required sooner whenever your appearance has changed in a way that makes the old photo no longer recognizable.

You need a new photo if you’ve had…

  • Facial surgery or a major change to facial structure
  • A significant gain or loss of weight that visibly changes your face
  • Large facial tattoos or piercings added or removed
  • A gender transition that has changed your appearance

You do not need a new photo just because of…

  • A new hair color
  • Growing or removing a beard or moustache
  • Ordinary, minor aging
  • A new hairstyle that still leaves the face fully visible
INFANTS & CHILDREN

Photos for infants and young children.

The Passport Service relaxes some adult requirements for young children, recognising that infants and toddlers cannot follow posing instructions.

Infants (0–11 months)

Babies under one year are given the widest latitude. Expression, gaze, and pose rules are relaxed.

  • ExpressionThe expression does not need to be neutral.
  • Lying down acceptedInfants who cannot support themselves may be photographed lying on a plain white, light grey, or cream sheet.

Young children (1–5 years)

Children in this age range must have their eyes open. Other expression rules are relaxed.

Headphones and earbuds

The Passport Service explicitly bans headphones, earbuds, and AirPods in the photograph. Remove all wearable audio devices before the shot.

Photo recency

The photo must have been taken within the last six months. A significant change in appearance, such as major surgery, requires a new photo regardless of when the previous one was taken.

Postal application witnessing

Postal applications require four identical printed photos. Two of the four must be signed and stamped on the reverse by a qualified witness (a member of An Garda Síochána, a designated healthcare professional, or an Irish diplomatic official), who also writes the application form number on the back.
