GENERAL INFORMATION

Rwanda visa photos for the DGIE and the Irembo e-visa portal

Visa photos for Rwanda are governed by the Directorate General of Immigration and Emigration (DGIE) and processed through Irembo, the country’s centralized e-government portal at irembo.gov.rw. Irembo is the primary intake channel for advance visa applications and enforces a JPG upload under 500 KB on a plain white background. Walk-in and mail-in routes through Rwandan embassies use a physical print built to the same visual standard.

Print size depends on the channel. The Embassy of Rwanda in Washington D.C. accepts a 2×2 in (51×51 mm) print and asks for one copy. The Rwanda High Commission in London and most European missions ask for two 35×45 mm prints. The Embassy of Rwanda in Switzerland additionally requires the print to be glued to the application form, since stapled or clipped photos are returned. Travellers using Visa on Arrival at Kigali International Airport or any land border do not submit a photo in advance, as immigration officers capture one at the desk.

The DGIE and Irembo enforce their rules strictly on uploads and prints submitted in advance. A photo that fails the white-background, clear-face, or file-size checks is rejected by the Irembo validator before payment, and consular staff return non-compliant prints with the application, which delays the visa decision.

REQUIREMENTS

Rwanda visa photo requirements

The Directorate General of Immigration and Emigration (DGIE) sets the rules below for advance visa applications through Irembo or a Rwandan embassy. Visa on Arrival travellers are photographed at the border instead.

Expression & pose

  • Head positionFace the camera straight on with the head centred and level. Profile shots and angled poses are rejected.
  • EyesBoth eyes must be open and clearly visible. Irembo also requires the eyes to sit in the upper half of the photo, between 30% and 50% from the top edge.
  • ExpressionIrembo permits either a neutral expression or a natural closed-mouth smile. Exaggerated expressions, visible teeth, and squinting are not accepted.
  • ShouldersSquare the shoulders to the camera. Tilting or turning the upper body causes rejection.

Eyewear & lenses

  • SunglassesSunglasses and any tinted lenses are prohibited in every case.
  • Prescription glassesClear prescription glasses are permitted only if there is no glare on the lenses and the frames do not cover any part of the eyes.

Hair & ears

  • Ears visibleBoth ears must be visible in the photo. The Rwanda High Commission in London is explicit on this point.
  • Hair across the faceHair must not fall across the eyes or significantly obscure the ears. The full face from chin to top of the head must be unobstructed.

Headwear

  • Hats and capsHats, caps, and other non-religious head coverings are not permitted.
  • Religious head coveringsHead coverings worn for religious reasons are accepted provided the full face from chin to the top of the forehead remains clearly visible.

Jewelry & accessories

  • Face-obscuring itemsAvoid any accessory that covers part of the face or casts a shadow onto it. Discreet earrings and small jewelry are acceptable.

Clothing

  • Everyday clothingWear ordinary daily clothing. Uniforms are not accepted.
  • Avoid white topsVery light or white garments blend into the required white background and should be avoided.

Photo recency

  • Taken within 6 monthsThe photo must have been taken within the last six months and must reflect the applicant’s current appearance. A significant change in beard, hair, or weight requires a new photo.

FRAMING

Head position & camera distance.

  • Head height, measured from the bottom of the chin to the top of the head, must be between 30.5 mm and 40.6 mm (roughly 60–80% of the photo height).
  • Eyes must sit between 25.4 mm and 35.6 mm from the bottom of the photo.
  • The head must be centered horizontally in the frame with a small symmetrical margin on each side.
  • Both shoulders must be square to the camera and visible. Three-quarter angles or rotated torsos are not accepted.
  • The full face from chin to crown must be inside the frame with proper top margin.

RECENCY

How recent the photo must be.

Your visa photo must have been taken within the last six months. A new photo is required sooner whenever your appearance has changed in a way that makes the old photo no longer recognizable.

You need a new photo if you’ve had…

  • Facial surgery or a major change to facial structure
  • A significant gain or loss of weight that visibly changes your face
  • Large facial tattoos or piercings added or removed
  • A gender transition that has changed your appearance

You do not need a new photo just because of…

  • A new hair color
  • Growing or removing a beard or moustache
  • Ordinary, minor aging
  • A new hairstyle that still leaves the face fully visible
INFANTS & CHILDREN

Photos for infants and young children.

Rwanda does not publish formal infant photo rules, but in practice DGIE reviewers apply the adult standard leniently for very young children.

Infants (under 12 months)

The adult rules on expression, eyes, and pose are not strictly enforced for babies under one year, but the photo must still show the child alone against a plain white background.

  • Expression and eyesA neutral expression and open eyes are not required. A closed-eye or mid-blink photo of a sleeping infant is accepted.

Visa on Arrival skips the photo

Rwanda offers Visa on Arrival to every nationality at Kigali International Airport and at all land borders. Travellers using this route do not submit a photo in advance; the immigration officer captures one at the desk. The rules on this page apply only to advance applications via Irembo or a Rwandan diplomatic mission.

Print size depends on embassy

There is no single print size. The Embassy of Rwanda in Washington D.C. requires one 2x2 inch (51x51 mm) print, the High Commission in London requires two 35x45 mm prints, and a general 40x40 mm print is accepted by other missions. Match the size to the embassy you are applying through.

Glue-stick attachment in Switzerland

The Embassy of Rwanda in Switzerland requires the printed photo to be fixed to the application form with a glue stick. Staples and paperclips lead to rejection of the application.

East African Tourist Visa

When Rwanda is the first port of entry for an East African Tourist Visa covering Rwanda, Kenya, and Uganda, the application is filed through Irembo and the Rwandan photo standard applies. If Kenya or Uganda is the first port of entry, those countries’ specifications apply instead.

PRINT QUALITY

Print-quality requirements for in-person submissions.

When you submit a printed photo at a visa application centre, the paper, finish, and ink all matter. The points below cover the standards most consular missions accept.

  • Print on photographic-quality paper at 300 DPI minimum.
  • Use a matte or semi-gloss finish; high-gloss can produce reflections that confuse biometric scanners.
  • Do not retouch, crop, or alter the photo after printing.
  • Bring at least two identical prints when the submission channel calls for paper photos.
