GENERAL INFORMATION

Montenegro visa photo rules from the Ministry of Internal Affairs

The Montenegrin visa photo specification is set by the Ministry of Internal Affairs through the Rulebook on visa and visa forms (Official Gazette No. 122/20). Applications are processed operationally by the Ministry of Foreign Affairs through Montenegrin diplomatic and consular missions, and in countries where Montenegro has no mission, by representing embassies of Serbia, Bulgaria, or Croatia. The same printed photograph is used for every visa category, including airport transit (Type A), short-stay (Type C), and long-stay (Type D).

Montenegro does not operate an e-visa portal and does not use a centralised visa application centre such as VFS or BLS. A printed colour photograph is submitted in person at the consulate, or by mail where the mission accepts postal applications. The Rulebook legally requires one photograph per application, though representing embassies sometimes ask for a second copy, so applicants are advised to bring two identical prints.

Consular officers check each photograph against the Rulebook before accepting the file. A photograph that fails on head proportion, uncovered forehead, headwear, or print quality will be returned and the application paused until a compliant replacement is provided.

What the Montenegro visa photo must show

The Rulebook on visa and visa forms (Official Gazette No. 122/20) codifies a short list of subject rules. Consular officers at Montenegrin missions apply ICAO-aligned practice for everything else.

Expression & pose

  • Face the cameraThe Rulebook requires a photograph that faithfully shows the applicant’s face. The subject must look straight at the camera with the head level and shoulders square.
  • Neutral expressionConsular practice expects a neutral expression with the mouth closed and no visible teeth. Smiles, frowns, and exaggerated expressions are rejected.
  • Eyes open and visibleBoth eyes must be open and clearly visible, looking directly at the lens. Hair, frames, or reflections that obscure either eye are not accepted.

Hair & forehead

  • Uncovered foreheadThe Rulebook explicitly requires the forehead to be uncovered. Bangs or fringe falling over the forehead are a documented cause of rejection.
  • Hair off the faceHair must not fall across the eyes or obscure the outline of the face. Voluminous hair is acceptable provided the head still fits the required chin-to-crown proportion.

Headwear

  • No hats or capsArticle 9 of the Rulebook states the photograph must be taken ’without a hat’. Hats, caps, hoods, and decorative head coverings are not permitted.
  • Religious or medical head coveringCoverings worn for religious or medical reasons are tolerated as a matter of consular practice, not codified rule. The full face from chin to forehead must remain visible.

Eyewear & lenses

  • EyeglassesClear prescription lenses are permitted only when they do not obstruct the eyes and produce no glare or reflection. Frames must not cover any part of the eye.
  • Tinted lenses and sunglassesSunglasses and tinted or coloured lenses are not accepted. Photochromic lenses that have darkened indoors will also be refused.

Clothing & accessories

  • Everyday clothingOrdinary civilian clothing should be worn. Uniforms and clothing resembling official uniforms are not appropriate for a visa photograph.
  • Face fully visibleScarves, large jewellery, or accessories that cover any part of the face, jawline, or hairline must be removed before the photo is taken.

Print & paper

  • Photographic paperThe submitted print must be on genuine photographic paper, glossy or matte. Photos printed on plain office or inkjet paper are refused at intake.
  • Pristine conditionThe print must be free of creases, staple holes, ink marks, and smudges. Damaged prints are returned with the application.

FRAMING

Head position & camera distance.

  • Head height, measured from the bottom of the chin to the top of the head, must be between 33 mm and 36 mm (roughly 73–81% of the photo height).
  • Eyes must sit between 21 mm and 25 mm from the bottom of the photo.
  • The head must be centered horizontally in the frame with a small symmetrical margin on each side.
  • Both shoulders must be square to the camera and visible. Three-quarter angles or rotated torsos are not accepted.
  • The full face from chin to crown must be inside the frame with proper top margin.
RECENCY

How recent the photo must be.

Your visa photo must have been taken within the last six months. A new photo is required sooner whenever your appearance has changed in a way that makes the old photo no longer recognizable.

You need a new photo if you’ve had…

  • Facial surgery or a major change to facial structure
  • A significant gain or loss of weight that visibly changes your face
  • Large facial tattoos or piercings added or removed
  • A gender transition that has changed your appearance

You do not need a new photo just because of…

  • A new hair color
  • Growing or removing a beard or moustache
  • Ordinary, minor aging
  • A new hairstyle that still leaves the face fully visible

A few features of the Montenegrin visa channel are worth knowing before you submit.

No e-visa portal

Montenegro has no online visa application portal. Applications and printed photos are lodged in person at a Montenegrin diplomatic or consular mission, or by mail where the mission permits it.

Representing embassies

Where Montenegro has no mission of its own, Serbian, Bulgarian, or Croatian embassies process visas on its behalf. These host missions apply their own biometric compliance checks before forwarding the file to Podgorica.

Bring a spare print

Article 8 of the Rulebook legally requires one photograph, but representing embassies sometimes ask for a second identical copy. Carrying two prints to the appointment avoids a return trip.

Six-month recency convention

Montenegrin regulation does not fix a recency window, but consular officers expect a photograph taken within the last six months. Older photos that no longer resemble the applicant are refused.

PRINT QUALITY

Print-quality requirements for in-person submissions.

When you submit a printed photo at a visa application centre, the paper, finish, and ink all matter. The points below cover the standards most consular missions accept.

  • Print on photographic-quality paper at 300 DPI minimum.
  • Use a matte or semi-gloss finish; high-gloss can produce reflections that confuse biometric scanners.
  • Do not retouch, crop, or alter the photo after printing.
  • Bring at least two identical prints when the submission channel calls for paper photos.
